MIGRATION FOR WHOM? The families of Capt. Reinerio Tiro and Vernon Jaca Sr. received this year’s Owwa’s Model OFW Family of the Year Award (Mofya). The government awards OFW families that set the standards for coping with the challenges faced by transnational families. What it must do is fulfill the promise first made in the 1970s that exporting Filipino labor would only be a stopgap until the economy strengthened and jobs could be offered and sustained in the country.
